When the nation of Volchar fell to the Celdun advance a century ago, the conquerers divided it into two baronies. The western contains the more urban and industrialized locations, by far, including the Iron City. Here, manufacturing and technology reins supreme. The second biggest collection of Tinker's Guild facilities are in West Volchar, surpassed only by those in the Slevsky Barony. The Adamant Hammer dwarven clan has a massive enclave here, working to build amazing things. The people here are industrious, tradespeople, and businesspeople. They are keen on making something of themselves, and the rancor of the past is all but forgotten here. Recently, a rail line was opened between the Iron City and Mindel, passing subterraneously through the mountains before cutting through the corner of the wild area known as Orc Country and then into Tortle Collective space. The Collective patrols the rail line within Orc Country. West Volchar is poised to profit massively from this endeavor. The current baron is Baroness Fiona Gorshen, and she is a very well-liked figure with the common population, but is really a puppet, her only power being an occasional leveraging of her popularity. All real decisions are made by the Iron Counsel, an organization composed of representatives from the 20 richest and most powerful families in West Volchar, theoretically advisory in nature, but in practicality, with a vise grip on power in this barony.
