1. There is a Councilor for each Barony of Celdun.
2. The Ritual is begun in the Council Chamber. Each Councilor must stand at their lectern, and a neutral party inserts the Celestial Crown into a circular slot at the top of the guest lectern. This begins the Ritual. The Councilors at each position are bound to one another for the duration of the Ritual.
3. The Selection Votes must take place in the Council Chamber in order to be binding.
4. All Councilors must be present to conduct Selection Votes.
5. A 60% majority of Councilors must vote for the same candidate in order to Select them. If such a majority is not acquired, another Selection Vote must be conducted, but no sooner than one day later.
6. Candidates for Selection must be between the ages of sixteen and sixty years old, if human; if not, they must be of adult age for their species, being considered neither a child nor an elder.
7. Candidates for Selection must be natural-born citizens of Celdun, or residents of at least twenty years. They must be of sound mind and body, and willing to attest to that and swear an oath of loyalty to Celdun within a zone of truth.
8. Once the Ritual of Selection is begun, and until a Selection has been made, the Councilors are bound to each other and to the city. Councilors who manage to trick the magic and leave the city for any reason will be subject to summary expulsion from not only Celdun, but the Material Plane, to Mount Celestial. Councilors who leave the immediate company of their compatriots will decline in health, more rapidly and severely the further apart they are and the longer that state continues.
Other notes discovered in research:
- There is never a mention of temporary monarchs, interim monarchs, or any such thing.
- There are likely not a significant amount of by-laws - this process has never been used. Although it came close on two occasions, where a royal seemed likely to die, and had not yet had children.
